After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Although there are plenty of documents dealing with the promotion effects of industrial clusters on innovation, they rarely differentiate the concepts of innovation output and innovation efficiency. Taking state-level hi-tech development zones as an example, we empirically studied the influence of industrials on regional innovation efficiency, and find that industrial clusters reduce innovation efficiency significantly. The reasons are analyzed and corresponding policy suggestions are put forward.
