After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Six Sigma is not only concerned about product quality, but also concerned about process quality and work quality; not only concerned about manufacturing and service departments, but also concerned about overall improvement of organizational business; not only concerned about daily operation, but also concerned about organizational strategy development and implementation. Therefore, Six Sigma performances are reflected in the many levels and dimensions. To achieve the strategic objectives of Six Sigma, we must evaluate the performance in the systematic way. In this paper, a systematic performance evaluating system is put forward.
