Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

At present, Chinese music industry rights groups have Music Copyright Society of China and the China Audio-Video Copyright Association, but the two organizations´ recognition in the industry, and operation effect are not satisfactory. Based on Germany, the United States and other rights organization developed areas of our country, the study music rights groups put forward the feasibility suggestions, more effective to protect the rights and interests of the music copyright owners.
