The land requisition system reform is an important act of maintaining the stable of rural community, also the effective way of solving the problem of “agriculture, rural areas and farmers” and promoting the economic and social integration of city and countryside. But nowadays many scholars all study on the existing land requisition system reform from the view of “offering profit to people”, none of people proposes the angle of “returning power to people” to promote land-levying system reform. Based on the angle of “returning power to people”, this paper proposes the thought of “returning power” surpasses “offering profit to people”, discuss the proper value orientation and the methods of its realization of land-levying system reform, hoped to provide the policy support for the current land-levying system reform.
