After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The Web-based learning resources are new-style educational resources, which accompanied the development of the computer, communication and network technology rapid developed. It will not only bring about profound changes in the traditional school education, but also will greatly upgrade the processes of education socialization and education life-long. In this paper, carries out preliminary analysis and discussion of the basic content, basic types and basic functions of Web-based learning resources, and gives out design principles of web-based learning resources. On this basis, teaching methods and processes of computer courses in science and engineering colleges as research objects. On the basis of the analysis and pointed out the problems of traditional teaching, based on the unique network environment and resources of the campus network, constructs Web-based learning resources learning system of computer courses, the main body of that is students. Effect of teaching implement displayed well after the actual operation of the system, and achieved the preliminary desired purpose.
