For a long time, water has been viewed as a public good, its property right and property boundary are also blurred, which results in excessive use of water resource. At present, the community is very concerned about water right, water right theory continues to be deepened, and be actively explored in practice. In this paper, we focus on the agent relations in the management of water right, and do some analyses and researches by using the principal-agent theory. Through comparing the production conditions of the people between high efficiency and low efficiency under information symmetry or asymmetry, we suggest establishing a regulatory supervisory institution in practice, and providing appropriate incentives to the people with high efficiency to improve social welfare.
