Abstract :
In order to protect people´s health, to increase supervision and management efficiency and transparency on motor vehicle exhaust emissions, this paper presents a scalable, configurable, SOA-compatible Vehicle Exhausts Surveillance and Management System (VESMS). The system architecture and implementation are described in detail. Technologies such as server virtualization, Internet Communication Engine, Web services, Windows Workflow Foundation and plug-in based device access are used to create a novel e-Government system with openness, scalability and business agility.
