The increase of human capital investment is the important means to answer future challenge both for employees and employers. However, staff choose resignation and reeducation for human capital investment, which really brings both parts uncertainty and challenge. In the study, the typical group who has worked but resigned for graduate admission examination is chosen, by means of the investigation on the cost and factors which influence the decision of resignation for reeducation, the influence of economic cost and profit in the decision-making is discussed, then the course and law are analyzed, and the suggestion on the development of staff´s individual career and employees´ effective human resource management is finally put forward.
