    The Common Agricultural Policy (CAP) of the European Union (EU) is challenged by a fundamental decision regarding its future outline. The main external challenges for the future CAP are increased price volatility on world markets, climate change, and continued biodiversity loss. Internally this policy decision has to find an optimum between the conservative position of politically influential beneficiaries of the CAP and the political-economic pressure to perceptibly respond to the new challenges. The first reform draft of the European Commission of November 2010 indicates quite a moderate reform approach which basically aims at the continuation of the current setting. Based on the long-term development path of the CAP this paper compares the Commissions proposal with the broader debate and provides an economic assessment of decoupled direct payments (DDP) to reach set objectives.
