With the quick development of EMC (Energy Management Contract), China has a huge market potential in energy saving service market. Due to the high risk and lots of undetermined factors in EMC, it is necessary to operate risk management and analysis of EMC projects. This paper will systematically summarize and analyze detailed risks of EMC projects in practice: set “failure of EMC project” as top event, construct fault tree of EMC project risk, employ disjoint of Boolean algebra to get the probability expression of the top event as well as the probability importance expression of basic events, so as to obtain structural importance expression of basic events, which might provide a new train of thought of EMC project risk management.
