We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Improving the government administrative ability is an important part of strengthening the Party´s governing ability, if we want to improve the government administrative ability, we must strengthen government governance and reform efforts. This article mainly discusses the background, goals, main contents and requirements, etc. of the administrative ability construction.
