Abstract :
Government Process Reengineering (GPR) is the kernel of electronic government, but it has high risk. A framework for Government Process Management (GPM) based on stage of electronic government is presented in this paper. It can improve government performance and satisfy public´s growing needs through end-to-end process excellence, while greatly reducing the risk. The real example of process reengineering in Beijing Municipal Bureau of Statistics is illustrated to apply this framework. Process modeling, process analysis and evaluation, process reengineering, and organization change are detailed for the example.
