Abstract :
A bitstream cipher based on the binary expansion of a rational number a/p, where p is a safe prime congruent to 3 modulo 8, is proposed. The numerator a is obtained from public keys, and sender authentication is ensured by a further Diffie-Hellman key exchange. Comparisons are made with the scheme due to ElGamal. (IEEE Trans. vol.
