  • Abstract
    In response to the pressing need for more interoperable communications among Federal, state and local agencies and departments, mobile satellite ventures (MSV) developed the satellite mutual aid radio talkgroup (SMART) program to facilitate interoperable communications that can also be relied upon in times of an emergency. In addition, MSV is developing a satellite- terrestrial hybrid communications network that will provide even more interoperable communication opportunities for the homeland security and pubic safety sectors. This paper discusses the current generation SMART program, including a national talkgroup managed by the Department of Justice, a talkgroup for the gulf states established by the Louisiana Governor´s Office of Homeland Security and Emergency Preparedness, and a talk group for the Mid- Atlantic states managed by the Allegany County (MD) Department of Public Safety The paper also discusses MSV´s next-generation hybrid network, including two new powerful satellites, and its ability to efficiently connect the public safety community during both day-to-day and emergency operations.
