Abstract
With the accelerated urbanization process and economic development of Beijing valley areas, the land conflicts between Beijing municipal construction and agricultural production become serious. Land consolidation which reforms land parcels to remove fragmentation and produce ideal blocks, is an effective means to solve the problems. But land consolidation is a public infrastructure with large amount of funds facing shortage of funds for construction and poor operational management issues. Build-Operate-Transfer (BOT) model is a new model encourages the participation and direct investment of the private sector in land consolidation. This article focuses on analysis of how the use of BOT Investment and construction on Beijing valley areas, finally some suggestion were put forward to application of BOT model.
