After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Because of the flaw that the risk rating evaluation of emergencies being the half quantitative and coarser, the paper uses the projection pursuit, the genetic algorithm and the simulated technology to establish the lightning disaster risk classification and rating process, the evaluation process reflects the strong objectivity and grade continuity. The paper researches the lightning disaster in Guangdong province using the process and building the evaluation model in Guangdong. The results show that the evaluation model has good precision and the results are basic consistent with the fact and reflect that the risk assessments process are the rationality, the model has certain value, and can use the process to classify and rate the risk of the emergencies.
