    Under the special national condition in China, can industrial clusters improve regional innovation capability? There are both theoretical contradictions and practical puzzles on this problem. The relationship between development of industrial clusters and innovation capability of high-tech development zones is tested with principal component analysis, correlation analysis and variance analysis, respectively. It is found that all the results from different research angles and different research methods strongly support the conclusion that industrial clusters significantly improve innovation capability of high-tech development zones, which provides theoretical support for policies on industrial clusters in regional economy development.
