Herein the background of the environmental pollution liability insurance (EPLI) of Jiangsu province was introduced and the pilot situation of EPLI was represented. The problems arose in EPLI practice was analyzed based on the respects of the law, risk identification, quantification, insurance products and so on. Also the perfection proposals of implementation terms of EPLI in Jiangsu province was given according to the law and policy that improve EPLI, the establishing of EPLI enterprise list of province-wide compulsory and voluntary insurance, the enhancement of EPLI´s lost assessment and building of liability identifying organization, etc.
