Abstract :
The aim of the paper is to present a first attempt in using the techniques associated to the Regulatory Impact Analysis in order to enhance the qualitative and quantitative study of the following issue: a preliminary analysis of the regulatory intervention level in the process of smart meters implementation in Brazilian low voltage consumers. Along the text, the drivers that motivate the analysis are presented as well as the possible regulatory scenarios that will be evaluated in terms of assessed costs and benefits. Finally, according to the Net Present Value of each option, a preliminary conclusion is presented, which can be considered a basis for further and deeper evaluation.
