There are at least three paths to solve the value innovation and value-added conditions for China construction industry. This paper synthesizes three perspectives to construct a frame and strives to rethinks the delimma for the development of China construction industry. From the institutional transition economics view, it finds that The reform of industry and the breakthrough of operational mechanism of CIS have brought the new opportunity of the development of construction industry in China. Based on the supply and demand theory of the institution transformation, this paper divides the growth point into the compellent and inductivity increasing point of CIS, and definition the terms of transition between the two growth point. Form the value innovation view, it finds that Comparing with marginal value of value innovation in the five different ways, we have proofed the two necessary and sufficient conditions and one necessary condition. The demand of buyers is in the non-line dynamic change, so, the circulation of VICI based on the demand of buyers has to be in the same change, correspondingly. At last, using the China Statistical Yearbook-2009, it The paper uses the Least squares to construct the equation, and finds that there is a cointegration between CGX and CLD and as long as CLD increases 1%, the CGX will increases about 6% correspondingly.
