In recent years, the service outsourcing industry in a world is undergoing a rapid development, India and Ireland develop national economic precisely by virtue of service outsourcing industry in their countries. As the rapid development, governments and academics pay more attentions to the domestic service outsourcing industry. This article is based on survey of Jiangsu service outsourcing industry, which was undertaken in 2007 and 2009, and the occurrence of the 2008 economic crisis makes the sudden change in the economic environment at home and abroad, After the research, we find that the impacts of governments in service outsourcing industry is more and more important, they expect the Government to help open up new markets, decrease the taxation, give more financial assistance and so on. At the same time, the economic environment, personnel supply and other factors in the financial crisis consistently draw their attention.
