Economic fluctuation is not only a key theoretical question in macroeconomics but also a great practice question closely related to enterprise operation. This article indicted enhancing the core competence in the situation of cyclical economic fluctuation and provides a clear theoretical model for developing dynamic learning mechanisms to strengthen the core competence in the turbulent and uncertainty environment. However, further studies are needed to create an evaluation method to provide a means to measure of the framework.
