The industrial policies´ oriented function plays an important part in the process of industrial adjustment, especially after the period of the recent global financial crisis. This paper attempts to utilize empirical analysis to identify the factors which affect China´s industrial reorganization. The paper also establishes the Performance Analysis Model. By analyzing the model, the paper not only points out the problems in primary and secondary industry, further industry policy and macro-management are the main causes. At last, the paper draws the direction of China´s industrial structure development, and put forward the corresponding countermeasures.
