Based on fuzzy mathematics, this paper builds both subjective and objective factors that have impact on operating risks of regional industrial clusters. It combines quantitative calculation with qualitative analysis and builds econometric model of operating risks for regional industrial clusters. In this way, the paper well solves the problem of how to accurately evaluate operating risks. Then the paper analyses the case of Zhejiang textile industry cluster and find its operational risk and finally gives some suggestions.
