Small towns play the important role in our country urbanization advancement. However, the conditions of small towns in West China have limited quantity, low density, small scale, especially they are weak in non-agricultural industries bases, lack of leading industry, it is difficult to form economic growth points and the population gathered function is quit limited, its role in the urbanization process has not been fully reflected. Based on reviewing the theory of small towns, analyzed the basic situation and industry bases, discussed the reason why population gathered function in western small town has been weakening, concluded the government must be develop small towns selectively.
