In western industrialized countries, the cyclic economy come from industrial sustainable development into economic and social development stage of a new philosophy and practice. As one of the two major themes of sustainable development, cyclic economy has become a global development trends and common concerns of mankind. This paper briefly described based on the theory of cyclic economy, combined with our present economic situation of business development cycle, from the conditions of the business, regional development of cyclic economy, market mechanisms and government regulation of the four aspects of the development of cyclic economy in China constraints, and address these issues into the appropriate measures to promote the development of cyclic economy to provide Chinese enterprises and references.
