Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Environmental protection action is based on environmental economics theory. Facing three major scientific issues that called population, resources and environment, we will strengthen environmental economics analysis on theory. External diseconomic impact on the environment, we put the model about environmental external diseconomy; and we analysis the Environmental Property Rights; at last, we talk about Economic analysis of resources´ sustainable use.
