Taking fairness and efficiency into account, this paper conducts a performance evaluation on China´s fiscal agriculture expenditures with the method of grey correlation analysis since the Reform and Open Policy. The results show that the expenditure for supporting agriculture effectively promotes the income growth and income distribution fairness of the rural residents in a large extent. The science & technology promotion funds and the rural relief fund both contribute to the income increase and income distribution fairness to a certain extent, whereas the latter´s positive effects on the fairness of income obviously are not as enough as it should have. And the effects of the expenditure for agriculture capital construction are relatively weak on both promoting economic growth and the fairness of the income distribution of rural residents. Finally, the related countermeasures are given in the end of the study based on the research results.
