Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

From the entry barriers angle, the transaction externality angle, and the industry attributes angle, the necessity of establishing competitive market for the highway industry is amplified. The regulatory institution can build competitive market through deregulating the entry permissions, eliminating the influence of the suck cost, and asymmetric ruling on the existing enterprises and the new enterprises. And these measures will bring about positive impact such as setting sustentative prices, eliminating operating inefficiency, and establishing the host position of the enterprises in the market.
