After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Human capital is the most critical element of economic development, in this paper, the level of human capital training is study deeply, firstly, based on the human capital training mechanism, the relevant indicators of human capital training is selected; secondly, the index value is comprehensive evaluated using principal component analysis and clustering analysis, and the level of human capital training in our country is comment by the result of the evaluation; finally, take Hebei province for example, problems existed and related measures are proposed by the analysis of human capital training.
