Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

By describing the differences of the main features between CoPS innovation projects and the general projects, this paper put forward a comprehensive integrated management based on ISCM, which analyze from three-dimension: the CoPS innovation process at all stages, the various elements of business management and key stakeholders. Meanwhile, we proposed the organizational forms supported this model.
