At present, the unilateral study on human capital or technological innovation capability has been very rich, while this paper tries to start from the linkages between the two. By using the Granger causality test, it makes an empirical analysis on the role of human capital in technological innovation with the data from Beijing, Tianjin, and Hebei regions, and the results show that there is a positive correlation between the two. Although the R&D input of funds also has a positive effect on scientific and technological innovation capability, the coefficient of human capital is much larger than the coefficient of the Investment in R&D funding. If we do not make good use of the human capital stock, any great amount of R&D funding and equipment investment cannot be sufficient to promote technological innovation capabilities.
