After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is important for high-tech virtual enterprise to select co-partners. In this paper, in order to make enterprises select co-partners scientifically and reasonably in bid evaluation decision, Analytic hierarchy process model and group decision making model are set up. Practice proves that they are suitable and practicable for multilevel and multifactor problems.
