As to the complexity and multi-levels of risk decision of virtual enterprise in project logistics, this article proposes hierarchical decision network planning method, based on decision network planning technology. The whole system as the optimization objective, decision system is divided into several levels in top-down order according to changes of main decision-makers. Different optimization models are created and solved as required, until the overall optimal solution obtained. Hierarchical decision network planning method makes the decision-making network model simple, flexible, and can meet the requirements of decision-makers of different levels in virtual enterprise in project logistics .
