Abstract :
The author offers an approach whereby the design of operational procedures is undertaken during the HRA (human reliability assessment) phase of the PRA (probabilistic risk assessment) of a nuclear plant. An analogy is made with equipment design which must later be incorporated as hardware. In the same way, outline operational procedures must be developed which are adequate to support the human reliability targets. These are later installed as ´hardware´ in the form of written normal and emergency operating procedures.<>
