Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

It is inevitable that there must be changes in the pattern of urbanization from high — carbon to low-carbon. And this is also the major strategy for China´s urbanization. Meanwhile low-carbon urbanization is the leading concept of low-carbon economy. So low-carbon urbanization in Sichuan should be accelerated in the province´s new urbanization.
