Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE\´s Publication Principles.

The instant development and rapid rise of China\´s manufacturing industry won the "World Factory" title for China, but in recent years, frequent outbreaks of “quality door” events and global trade frictions made China\´s manufacturing industry get into crisis. China\´s manufacturing industry is “big but not strong” and is facing serious development bottleneck in efficiency, benefit, technology, brand, cost, etc Compared to the real “world factory”, China\´s manufacturing industry is much more undeveloped To realize the transition from Large Manufacture Country to Strong Manufacture Country, China must take the forced pressure of international financial crisis as an opportunity, accelerate the structural adjustment and upgrading of China\´s manufacturing industry, become “made in China” to “China creates”.
