The system of mine land reclamation performance bond has been widely used by international mining industry to promote reclamation of the land destroyed by mining, and some success have been achieved. The release of the bond is the last key link of the system. This paper raised the overall framework of bond release in China to make up the deficiency at present. Namely, the degree of achievement of land reclamation goal should be measured by the degree of the achievement of ecological reclamation goal. Bond should be released according to the degree of the achievement of ecological reclamation goal after engineering reclamation works have been completed and a certain degree of ecological reclamation works have been done. If only engineering reclamation works are carried out and there is no ecological restoration, the bond should not be released. After the full restoration of the ecological environment of the destroyed land, all of the bond should be released. On this basis, the coefficient of the degree of achievement of land reclamation goal is further proposed to establish the precise relationship between the amount of bond released and the degree of achievement of land reclamation goal. A release model is constructed and used.
