Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

As the helpful complement, massive existence of informal credit has its rationality, but some abnormal informal credit practices have also a negative impact on economic and financial operation, so it is necessary to carry on the guidance and norms on it. The paper analyzed the reasons of the existence of informal credit, its negative impact on economic and financial operation and elaborated measures of standard and guide on informal credit.
