After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

With the exploitation and utilization of the ocean space and resources as well as the deteriorating marine environment, ocean governance is increasingly a cause for concern and attention. By sorting out and summing up years of the foreign literatures related to ocean governance issues, this paper first defines the meaning of ocean governance on the economics perspective, and then from ecological economics, institutional economics, public economics and other economics perspective, it conducts a preliminary review on ocean governance issues, and finally points out the conclusions and inspiration we obtain.
