Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Reduction targets of emission take a bridge between the present and future, which is not only the basis of international cooperation agreements, but also standards of assessing the efficiency of emission reduction and the most important prerequisite for the establishment of emission reduction mechanisms. As different in the industrial structure, technological development, energy efficiency and alternative to traditional energy sources, the emissions reduction targets and future scenarios of different regions should be differentiated.
