    The knowledge transfer and sharing among public sectors is a compound concept and complex process and its influencing factors are very complicated. This paper analyzes the knowledge transfer among public sectors from three aspects of social capital, namely structural dimension, relational dimension and cognitive dimension. The research shows that the cultivation and promotion of social capital among public sectors will be favorable for solving the obstacles of knowledge transfer among public sectors and promoting the effective transfer and sharing of knowledge among public sectors, thereby increasing the efficiency and capacity of knowledge management among public sectors.
