    The rapid changes in the market and production troubles orders production planning in firms, and its capacity problem is difficult to solve by planning production according to orders directly. Studies on how to plan the arrangements of orders under the constraint of a limited capacity are scarce, and there exist uncertain capacity. These problems have not been settled. In this paper, a model is proposed to optimize the balanced production arrangement of orders under capacity uncertainty. It binds the processing time and human resources fuzzily, takes the lead time and balanced production into consideration, and then designs a program to solve. At last it carries out an empirical analysis and finds that load is basically balanced removing the influencing factors as lead time in last time zones, but under uncertain capacity, low load seems to be more balanced.
