The safety input-output system is an open system. And the dissipative condition and behavior of this system are studied by using the theory of dissipative structure. The results show that the safety input-output system has obvious characteristics of the dissipative structure, and to prevent the system developing into disorder status, those subsequent safety inputs must be carried out instantly on a base that the first optimal safety input is ensured. At the same time, the calculation method of optimal safety input quantity is introduced. The above research provides a theoretic basis for optimization of safety input-output system.
