    The effectiveness of safety management in construction and installation engineering project determines the future and fortune of involved enterprises. By analyzing the causes of safety accidents in construction project, this paper discusses the current situation of both on-site safety management for construction project and allocation of responsibilities in security management. Focusing on existing issues, this paper also puts forward some ideas as well as suggestions on how to strengthen on-site safety management and to allocate rationally the responsibilities of security management among individual responsibility agents. By strengthening the construction management department´s safety management work, defining responsibility of each party involved in construction project, and strengthening the supervision of government departments, safety management can be carried out and safety accidents in construction project can be prevented. As a result, the production safety in construction and installation projects can be ensured.
