As china´s leading hi-tech industry, Beijing´s hi-tech industry´s economic growth quality is paid close attention by government and theoretical circle. By the C-D production function and Solow growth model, total factor productivity are estimated. The results show that: TFP are larger than 1 and it reaches the highest 1.8445 in 2000. After 2000, TFP´s growth rate is fluctuating growth. And the major factors of affecting TFP is labor input, R&D investment funds, institutional factors etc and then came up with some improvement measures in the light of the poor quality of labor input in Beijing and weak capability of innovation. Hoping that through increasing capital investment, introducing talents and more open policies, it can provide some valuable suggestions to improve the TFP of Beijing high-tech industry.
