Study on the relationship between the government and the market was got wide attention in the domain of political and economic science all over the world. The authors believe that the fundamental study is more sorting out the relationship than the relationship itself. So, based on the theory and practice, the authors defined and analyze the influencing factors of relationship between government and market — based on the static (specific times) and dynamic (historic change) perspective, in which the specific times factors including the goal, the main strength of benefits, productivity and international environmental factors; the historic change factors including past policy, economic development, technological progress and regional factors.
