The E-government environment which is improving provides new governance tool for China in transformation period. Meanwhile, the public have more chances to participate in political activities and public policy process. First, E-government establishment facilitates the overt information culture, which betters the information asymmetric situation between the public and government officials. In this way, the public´s network public-opinions expression gains its rational premise. Second, the interacting political platform provided by E-government supplies physical basis for government´s response mechanism, which makes the deep dynamic force for the public to express opinions through network. Third, E-democracy, as the accompaniment of E-government, has the characteristics of low thredhold and fast transmitting speed, which can makes network public-opinion expression the best preference of the public. Therefore, network becomes the dialogue and negotiation platform in public policy process of the public.
