After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The Learning power of Civil Engineering student is the cornerstone for the major development of civil engineering as well as the future career promotion. Form the chinese philosophy´s views, the learning power lack comes from the opposits between the subject and the object. Based on pre literature analysis, unstructured interview and the corresponding questionnaire, the internal cause and external cause of the learning power lack have been constructed, at the same time, the corresponding specific hypothesises have also been identified from whether the learning target is clear or not, the major understanding, the teacher´s teaching leavel and the learning atmosphere of university and so on. Questionainres, from the freshman, sophomore, junior of The civil engineering students of School of civil engineering, Chang´an university, have been demonstrated that the first five influence factors are the students´ weak mind belonging to internal cause, the unclear learning target belonging to internal cause, the changed learning model belonging to internal cause, the poor interpersonal relationship belonging to internal cause and the fadeing supervise and urge of familiy belonging to external cause, and these finds have also confirmed the internal-and-external immobilization hypothesis basically. However, the protruding position for family supervise implies that the weakness of the external induced learning sanction, further more, it shows that the deficiency of the compellent learning sanction hinds the self-learning - ower of civil engineering students. At last, this paper suggests that how to solve the learning power lack of civil engineering students should construct a student-teacher-university organic system, and promotes the countermeasures.
