Public policy is a major means for government to administrate public affairs. Whether public policy can effectively solve problems is a major standard to measure governmental capability. At present, the construction of responsiveness-oriented government has become an important goal of administrative system reformation. This thesis uses fuzzy comprehensive evaluation method to appraise responsive degree of social aid policy in Ningbo from 11 aspects such as guarantee of subsistence allowances, medical aid, housing subsidy, educational aid and so on. Results of the appraisal show that social aid policy in Ningbo has high responsive degree and Ningbo´s impoverished people are relatively satisfied with social aid in Ningbo.
